Job Description:
Job Summary:
We are seeking an experienced and highly organized Administrator to oversee the daily operations of a multi-service medical organization providing home health services, licensed group homes, home and community-based services (HCBS) for individuals with developmental disabilities, and long-term care pharmacy services, all regulated by the Arizona Department of Health Services (AZDHS).

The Administrator is responsible for ensuring operational excellence, regulatory compliance, financial stability, and high-quality service delivery across all programs. This role requires strong leadership, regulatory knowledge, and a commitment to person-centered care for vulnerable populations, including individuals with developmental disabilities and complex medical needs.

Key Responsibilities:
Operations & Leadership:
  • Oversee daily operations of home health, group homes, HCBS/DD programs, and LTC pharmacy services.
  • Ensure all programs operate in compliance with AZDHS, AHCCCS, and other applicable federal, state, and local regulations.
  • Develop, implement, and enforce organizational policies, procedures, and quality assurance systems.
  • Provide leadership, supervision, and performance management for clinical, administrative, and support staff.
  • Foster a culture of accountability, teamwork, and person-centered care.

Regulatory Compliance & Quality Assurance:
  • Maintain licensure and readiness for AZDHS surveys, audits, and inspections.
  • Ensure compliance with incident reporting, documentation standards, and corrective action plans.
  • Oversee quality improvement initiatives and risk management programs.
  • Ensure adherence to HCBS Final Rule requirements and DD service standards.

Clinical & Service Oversight:
  • Oversee care coordination and service delivery for individuals receiving home health, HCBS/DD, and group home services.
  • Ensure individualized service plans (ISPs), care plans, and assessments are developed, implemented, and monitored.
  • Coordinate with clinicians, case managers, guardians, and support coordinators.
  • Ensure medication management processes align with pharmacy, nursing, and safety regulations.

Financial & Administrative Management:
  • Manage budgets, forecasting, and financial performance across programs.
  • Monitor billing, reimbursement, and operational expenses to ensure sustainability.
  • Allocate resources effectively to support service growth and compliance.
  • Participate in strategic planning and program development.

Staff Development & Training:
  • Recruit, train, and retain qualified staff.
  • Ensure required staff training, certifications, and competencies are maintained.
  • Provide ongoing education related to DD services, medication safety, compliance, and client rights.

Stakeholder & Community Relations:
  • Serve as a primary liaison with regulatory agencies, vendors, families, guardians, and community partners.
  • Support client advocacy, rights protection, and satisfaction initiatives.
  • Promote ethical practices and client dignity across all programs.

Qualifications & Experience Required:
  • Proven administrative or management experience in healthcare, home health, HCBS/DD services, group homes, or long-term care.
  • Strong working knowledge of AZDHS regulations, licensure requirements, and compliance standards.
  • Experience supervising multidisciplinary teams in a regulated healthcare or social services environment.
  • Demonstrated ability to manage budgets and operational performance.
  • Strong organizational, leadership, and problem-solving skills.

Preferred:
  • Experience working with individuals with developmental disabilities.
  • Familiarity with AHCCCS, HCBS waiver services, and DD service models.
  • Experience coordinating medication management and working with LTC pharmacy services.
  • Background in healthcare administration, social services, nursing, or a related field.
  • Prior involvement in survey preparation and regulatory inspections.
